چکیده

I am pleased to appear before you to discuss the role of central banks and the financial system in the specific context of the recent efforts on the part of a number of Eastern European countries and the Soviet Union to shift their economies toward more marketoriented and competitive systems. I am especially pleased to have the opportunity to discuss these issues in the presence of the distinguished group of central bank governors from those nations who are gathered with us today.
